The outlawed group made an unprecedented public offer to kill four men including two of its own expelled members linked to the murder of Robert McCartney, a Catholic civilan, who was beaten and stabbed to death outside a bar on January 30th.
After the IRA made their offer the McCartney family responded with the following - "The investigation by the IRA in the murder of Robert is a matter for themselves. For this family it would only be in court, where transparency and accountability prevail, that justice will be done."
The McCartney family has launched an international campaign for justice, has blamed IRA members and said there were up to 70 witnesses in the bar but many were too scared to come forward.
Both Prime Ministers of Britan and Ireland denounced the IRA's offer as bizarre.
President Bush's special envoy on Northern Ireland says "It's time for the IRA to go out of business. And it's time for Sinn Fein to be able to say that explicitly, without ambiguity, without ambivalence, that criminality will not be tolerated. You can't sign up for rule of law a la carte."
