National Emergency Plan Expected Today

The Department of Homeland Security is expected to release a national response plan to help coordinate the government's response to larger scale terrorist attacks.

Security Secretary Tom Ridge, who resigned in November and will vacate his office next month, is slated to unveil the response plan at a 2:30 p.m. ET press conference.

"Completion of the [plan] has been one of my department's highest priorities," Ridge said in prepared, written remarks for the document's official release.

The plan is scheduled to be phased in during the course of the year, replacing the active plan which was put into effect in late 2003.
