In most conflicts, the winning side is the one that's better-funded. Medieval knights in pricey armor could mop up any number of peasants, for example, and America's modern bombers were able to take out most of Saddam's planes before they even got off the ground. Unfortunately, then, it makes sense that budget cuts are hurting security professionals.

A Help Net Security article covered some survey results from RSA Conference, and stated, "When asked about the top security and organizational challenges they expect to face in the next 12 months, 57% of respondents cited budgetary constraints . . ."
Also, "the survey demonstrates that even though 72% of respondents have seen a rise in email-borne malware and phishing, 8% still plan on cutting money that would previously be earmarked to attempt to mitigate those risks."
These disheartening trends will be hard to overcome, since it's a rare arms race in which the newest, most advanced stuff costs less than the old. Some security pros might have to wait for the economy to recover before their budgets are boosted.
Luckily, we seem to be nearing that point of recovery (the Dow and the Nasdaq are about level at the moment). Also, hopefully RSA Conference's survey results will bring the problem to light and convince at least a few organizations to address it.
