What's in your computer? Most people have a wide variety of software they've either purchased or downloaded. If the FCC has its way, in the future, all software will be FBI approved. While the policy document was released in September, the conversation needs to remain open about this.
A nod goes to Bruce Schneier, who picked up on this story that's a little older. Back in September, the Federal Communications Commission put out a document recommending the FBI approve all software. He read an article initially published in CNet and quoted it for his blog entry. It seems this is tied to Internet telephony and wiretapping rules.
They specifically mentioned Skype and PGPfone. These companies, both based outside the U.S., may not have to follow the same rules as companies based in the U.S. While Skype is now owned by eBay, how the rules on this will work is unknown. With foreign-based services like this, they don't have to follow the rules and it would seem difficult to stop them from doing business in the United States.
This is one of the big problems of the Internet. It's becoming more and more difficult for government to control what comes in and goes out via the Internet. While one can monitor and watch and in some cases block, often times it's near impossible to stop it completely, whether in the U.S., Iran or any country.
